That probably depends upon what you are wanting to do with the site. Although it is a good tool there are some things that you may be wanting to add to your site that dreamweaver can't help you with. Technically if you know the code really well all you need is notepad (or something similar to notepad) and a browser. Doing it that way would be free. NotePad ++ would be easier than notepad because it will highlight key words which will help you with the syntax but you still need to know the code itself. The difference is that dreamweaver creates the code for you to a certain extent which is good if you don't know it too well however it is expensive.
