Scrolling and window dragging is jumpy

I have just rebuilt my computer for Norton clash reasons and now scrolling and window dragging is jumpy.
I have tried clicking "use smooth scrolling on and off but to no avail/.
I have also loaded up to date software for my optical mouse.
    Any ideas would be welcome.

Is this mouse USB or PS2?

    I have tried all sorts:
    Microsoft tracker ball USB 2
    Logitech optical USB 2
Logitech optical through a USB to PS2 adapter
    Logitech standard PS2
All wheels and click scrolling have the same effect and both scrolling and dragging come in waves.
    Hope you can help.

Do you have your settings set to Adjust for best appearance?

Rt. click My Computer, then click Properties, Advanced, Performance settings, then the Visual Effects tab:

Brilliant. It has cleared the window dragging problem.
I am now just left with the mouse wheel causing the wave movement and when I clock on the arrows at the top and bottom of the scroll bar.
When I click and drag the scroll bar up and down it is jerky.
    Any more thoughts?
I look forward to hearing from you.
Thanks for all your help so far.

What is your setting in Control Panel > Mouse > Wheel > # of lines? Mine is set at 4 & is smooth.

Do you have any special Mouse software installed?

I have reset my wheel to 4 and that is good but I still have the wave motion and jerky scroll bar drag.
I have removed the mouse software and that did not do anything.

try Control Panel > Display > Settings > Advanced > Monitor:

    Screen refresh rate:

Make sure the box is checked that says:

Hide modes that this monitor cannot display

With that CHECKED; then set the monitor to the highest possible setting from the drop down box there and apply setting.

Another thing to check is the Device Manager.

    start > run > devmgmt.msc

    mice & other pointing devices

Rt. click on your mouse & choose properties

see if there is a driver update

if not try the troubleshooting tool

    tahnks all of you.
    I have solved the problem!!!!
I had forgotten to reinstall the video drivers when I rebuilt the computer.
Doing this and removing the mouse drivers cured the problem.
Thanks agian for all your help.
I will recommend this site to all my freinds.
