Not sure of your point. Yes, anyone can buy an unbranded OEM license, but once it is installed on a computer, that license is forever tied to that computer and cannot, under any circumstances, be transferred legally to another computer.

As already mentioned, a Retail license can be transferred, but must be uninstalled from all other machines.
