Not a whole lot to go on in your post.
What is the make and model of the laptop (I'm guessing it's a laptop). If not, what is the make and model number of the keyboard and have you installed the driver for it?
Did this ever work?
Is this the same volume bar you see if you click on the sound icon (picture of a speaker) in the System Area (right side) of the Taskbar?
