Super, but as noted, it does not explain the initial problem.However, I followed your workaround and installed Opera without problem.
I note it "should be" on C drive, but only if Windows was installed on C drive and the default has not been changed. When you entered %tmp% in the Run box, where did it take you? To C drive, or F?what it does is extract Opera Installer.exe to your %tmp% directory then run it to do the actual install. This will be
C:\Documents and Settings\<yourserid>\Local Settings\Temp
I would hope the Opera developers used %tmp% and did not hard-code C drive.

As you say, problem is not solved, but end has been achieved.
%temp% takes me to temp folder on 'F' drive.
It would be interesting to learn why the machine is reacting as it does.

I am a Domain Admin. With the same installation file, some other workstation work flawlessly. One workstation just could not EXTRACT successfully to the C:\temp. Only some files extracted to the newly automatic created folder in C:\temp.
