I downloaded all the drivers from the toshiba website when i reformatted the laptop. In the evice manager there is one queston mark against mass storage controller. I cant do a shutdown cause i dont have the disc unless service pack disc will be okay insted of a service pack 2 disc.

It's the "question mark against mass storage controller" that's causing this problem.
When you did the OS install it's most likely that the drivers for the controller have not been installed. Either that or the drivers are corrupted.

On the UK Website found here
    Laptop Driver Downloads:
Select you Notebook Name and model No
Leave the Short model set to all
Then below that they ask for the Driver Type and in the drop down menu select
    Chip Set Utility
    Now select search
Two drivers come up but they are both the same drive utility. Download one.
Create a folder and give it a name then unzip the download into the folder.
Locate the install application and run it.
This should now remedy the question mark in device manager and remedy your
Resource Conflict - PCI in slot 06 Error.

Do you have any USB memory sticks, external hard drives or card readers plugged in?
If you do you will have to ensure the correct drivers are installed for that device.
When you install chip set drivers a restart is necessary before they take effect.
Having to leave the notebook 4-5 hours before you can restart it could suggest
    heat related problems.
Take a look at this to on how to check this:
