Need more information to be able to help you.
When does this occur, at boot time?
What is the make and model number of your computer?
Have you done anything to the computer recently, like added or removed hardware?
Did you have a power surge or did you power the computer off without doing a shutdown?
Do you have a Windows install CD?

I bought this computer from a friend. The friend has not turned it on in over a week.
It happened after I turned it on. It went through the right process. After I logged on the new user account, it blacked out and the the Intel Express service screen showed up. Then the "a disc error occured" came up after it black out.
The make is Gateway and the model number is FPD1530.
There was no hardware added or taken out of the computer system
No power surge occured. it just blacked out but the machine was still running as described in number 2.
I do have a Nobilis opperating system that will install Windows XP. But it won't start up because of the problem

From what I can find, FPD1530 is a Gateway flat screen LCD monitor, not the model of the computer.
I don't know what a Nobilis operating system is. What I can find about it via Google says it's some kind of computer manufacturer. If so, I doubt that CD from it will work on this new computer.
Follow the instructions here to run chkdsk, see if that clears up the problem:
