To test the motherboard, you'd have to bring it to the shop. Some may diagnose the laptop for free. Shop around.
As for new machine, which will come with Vista, just make sure, it has a dual core processor, and at least 2GB of RAM. Those are two main things to make sure, Vista will run without a problem.
