Angry problems with popups and iexplore.exe

I am running windows xp home and regularly delete all cookies, temp int files and history. My computer is slowed down considerably by the continual pop ups I keep receiving, they seem to relate to whatever I am looking at online ie when I look at insurance there are insurance pop ups and so on. I have set the pop up blocker to max and this causes delays because its asking for clearance to visit legitimate site I choose. I have run system checks with MacAffee, Superantispyware and Norton but still they bombard me, can anyone help? I also have problems quite often with internet explorer not responding and every time I shut down a dialogue box saying IEXPLORE.EXE not responding tick below to end programme. Also will the above cause very slow start up after I have chosen the user

Try downloading the free version of "Advanced Windows Care Personal", it will clean out spyware among other things
