Cant change Desktop background

Cant change Desktop background
Hi all
right click on image, clik set as desktop background
but screen is all blue.
so i right clik desktop
clik properties
clik desktop
and can't click on any of the proposed image files
and can't slide arrow down to see more images
and can't click on Position's Tab: Center or Tile or Stretch (these are greyed out)
what i CAN do is click on Color and select another background color..
The funny thing is when i turn pc OFF, for a second,
i see the background image that i've initially right cliked on and Set as Desktop Background.... so i know it's there !
I did the right click/properties/desktop/.... Web and deleted any web page that's there (except default Home Page tab cannot be deleted cuz Delete tab is greyed-out when that one is highlited...)
any idea Y'U'All ...

Oh man, i hope that works....
1 question, how do i run that script?
I saved it as a .reg file and as a vbs file, what then ?
when i double click the vbs it gives an error on line 1
and
when i click the .reg file, it tells me it's been added to the registry.
No changes to system though.

To use the Regedits: Save the REG File to your hard disk. Double click it and answer yes to the import prompt. REG files can be viewed in Notepad by right clicking on the file and selecting Edit.
To use the VBS Files: Download .vbs file and save it to your hard drive (you may want to right click and use Save Target As). Double
click the vbs file. You will be prompted when the script is done.
You must reboot the computer afterwards.

o.k. well i been there and done that ... still no changes.!!
i've re installed windows (from an earlier version)
so it updated... all went well....except same scenario..
it has to be a setting!!

the worst thing is... when i turn off the pc, i see my background image for a second before it logs off.....LOL.

is there any way i can enable active desktop on this o.s... without setting a web page on the desktop ??
i should have mentioned, i'm working on a friend's pc

... executed the little program and that did it !!!
ThanxAgain, glad i found this place.
Now i just lost my satellite signal, i'll go program my rom102 card....LOL.
