ugh ran out of things to try

I had to do a system restore to factory condition it is up and runing but I have a problem and tech support is closed today. I can not open links, either in my email or on any web site. I can not get the more emotioncon window to download on any site. My fav has a contest where you vote and a window opens to cast your vote and it won't open. And I can't download attachments on my fav sites. I have tried turning off the pop up blocker and virus scan and I don't know what else to try. Can anyone offer some knowledge? I would deeply appreciate this. Thanks
    HP/XP

You need to type the prefix regsvr32 before each item below:

    As you did regsvr32 urlmon.dll

    Shdocvw.dll
    Actxprxy.dll
    Oleaut32.dll
    Mshtml.dll
    Browseui.dll
    Shell32.dll

Still didn't work so I did another restore and fingers crossed it all seems to be running except for sonic update manager, it is gone I ran a search for the file and it can't find it. What is sonic manager? Where can I download this? Thanks again for all the help!

Sonic is a Roxio software for CD/DVD play bundled by Dell.

The update manager is just that. A startup program looking for updates.

If you have Dell Restore disks this is probably on them or else you can stop this from trying to start via start Run... msconfig | Startup

Here uncheck any box that reads Sonic or Roxio. On reboot you will be warned that you are in diagnostic mode. Just check the box that says (sort of): I know what I am doing and don't show this again.

    Thanks for the thanks!
