Are you using a Microsoft XP CD?
Are you running a Clean Install?
At this point you will have to try to install again. Here is a good guide:
http://michaelstevenstech.com/cleanxpinstall.html
There is no need to manually format. The XP Setup will format.

yes. it is a legal xp cd and i am doing a clean install. once i do all the steps and remove the cd before it reboots it gives me that message

By Microsoft XP CD I wasn't implying legality but distinguishing between a retail Microsoft version rather than an OEM?
And this has happened many times? Exactly the same?
Are you sure the disk is not damaged? How about the hard drive itself?
The hard drive manufacturer should have a bootable diagnostic on their web site.

its not my hard drive becfause i have tested it with multiple hard drives and i have used 2 different cds so it cant be that. i think something is wrong in my bios or something but i cant figure out what

Are these retail Microsoft XP CD's? That is an important question.
The behavior you mention has a history of being caused by faulty (especially non-Microsoft CD's).
You can check your BIOS Boot Menu. It should read:
1) Floppy
2) CD ROM
3) HDD
Make sure that there is no Network boot and also remove any other harddrives during install.
You could also try booting the CD into the Recovery Console (first R) and choose: FIXBOOT
And FIXMBR

Just an additional thought is to install to the hard drive as a single partition (if you haven't).
That error basically means that if the install was successful the MBR cannot find it.
And as you rightly surmise this could very well be a BIOS issue as the MBR is on the BIOS side of the equation.
