Comment on Dell fully agreed with !

Which ISP and Router are you using ? I reformatted my main tower pc not long ago and encountered the exact same problem . I'm running VirginMedia 50mb on a Netgear N series router . I found that the problem was merely that I hadn't reinstalled the software disc that came with the VirginMedia Router . My laptop connected through an external Wireless ethernet plug with no problems . I unplugged all ethernet cables ( I have no wireless connector on my main system ) , reinstalled the software and the issue was resolved .

Alternatively you can reset the internet connection manually to your Dell pc . Open your web browser and type the IP address 192.168.1.1 - this will allow access to your router settings . If you've forgotten the user and password names your ISP can provide a default reset and allow access .

You can then reset the network .

Its not my ISP but it is AT&T, some local driver for my internet is not installed sadly my parents are about to bust a nut over this PC so if anyone could point a link that would be sweet--
    Thanks
