cannot delete files
i've been having a problem deleting video files from my computer after moving them to another device.
i'm told it's being used by another person or program. this does not occur with certain files and not others. it's totaly random. sometimes i can delete a file, sometimes i can't. sometimes i can delete it hours later if it failed earlier.
softwared called "unlocker" tells me the program using the file is explorer.
i'm confused...
unlocker offers a feature to delete upon next start-up which i abandoned long ago for lack of success.
this happens often (failure to delete because explorer.exe is using the file) the files aren't being viewed at the time on any sort of player. they aren't even in an open playlist.

If the program(s) are still running and/or the device still open, try quitting the program & closing the device. Then try to delete the file.
Files are often locked because the application hasn't yet released it. This is not always the fault of windows.

The problem here is Explorer is not Internet Explorer, but the main core of Windows and your desktop. You could try logging out and back in, reboot, or boot into safe mode to delete them, or try MoveOnBoot to boot it at next boot, before any hooks get into those files.
