You can copy all files from the Adobe Premiere Elements CD to USB flash drive using other desktop PC with CD/DVD drive.
Then connect the USB flash drive to your laptop and start the set up from the USB flash drive.

This must be an older machine? Is it the type that you can remove a floppy drive and insert an optical drive in its place?... my laptop, ... doesn't have a CD drive.
Is the installation package on optical media, or a downloaded file?
Does this laptop meet the system requirements for the program? Adobe - Adobe Premiere Elements 7 - System requirements
(Note that a DVD drive is required, as well as a DV/i.LINK/FireWire/IEEE 1394 interface to connect a Digital 8 DV or HDV camcorder,
or a USB2 interface to connect a DV-via-USB compatible DV camcorder.)
If it'll run on this machine, pick up an external USB DVD drive. You'll most likely need one during the course of running the application anyway.
If you have only one USB2 port, and you have a (USB interface) camcorder etc as well as an external DVD drive, you should also obtain a powered USB Hub to provide multiple USB ports.
I'll try the CD thing and no, it's new, but it's a netbook, not a real laptop.
