I'm posting this for a friend of mine. his computer used to run the software fine, but after some "technician" set up wireless for the computer, the software wouldn't work anymore...
cstar.exe is Chinese language support software, and not needed for Windows. Does this friend need cstar?
Yeah. I've recommended the built in chinese language support, but unfortunately it wasn't enough for this friend of mine because the built in chinese support isn't able to type out in Traditional chinese.
Well, I would remove it and see if the error goes away, then reinstall (latest version) and see what happens.

This program (Chinese Star) usually breaks after every Windows service pack; I don't know why.
The error above appears if you try to run Chinese Star on Windows XP SP3. It works on Windows XP SP2, but dies when you upgrade to SP3. There is no patch available (do a Google search, you'll see a lot of people having this problem).
Determine if your friend is running SP3. If you roll back to SP2, it will probably work. However, then you won't be as safe from the current crop of malware/spyware/viruses. So you can't win, either way.
