When my wife took her PC off standby this AM, the desktop window had lost its previous size. It looks fine except that it now has a black border, (3/4 of an inch on each side, and 1/4 inch at the top). Her screen is set at 800x600 pixels.
Any help restoring the window to its complete size would be appreciated.

Have you tried restarting? Also refreshing your desktop helps too... (right click on desktop -> refresh)

Try changing you display settings to a higher resolution and then going back to 800 x 600.

If none of the above work you may have some sort of 3rd party software installed that is causing the issue.
