When I click 'Start' that opens the Start Menu,
the 'Run' feature does not appear.

How can I create this feature on my
Start Up menu?

To restore you can try this:

1. Right click your taskbar and select "Properties"
2. Select the Start Menu tab
3. Click "Customize"
4. Select the Advanced tab
5. Under "Start Menu Items", scroll down until you find "Run Command" and tick the box.
6. Click Ok > Apply > Ok.
