    Is this a new problem?

If you are plugging straight into the wall verify that the wall socket is functioning correctly.

    No crossed neutral for example.

If you know the outlet is proper then testing your Power Supply Unit would be in order.

You can get a tester at most electronics stores. Or try a different Power Supply Unit.

Can you boot to post? (Does anything show on your screen when you switch on?)
Also have you checked that your graphics card is in properly?

When you say that it wont turn off, have you tried holding the power button for 10 seconds?

You tested your PSU for proper voltages?

Are you referring to an exterior modem? Or exactly what?

Have you tested the voltages on your Power Supply?

First off disconnect the modem. This is a separate issue and not related to the computer starting.

Next unless you have run a voltage meter on your Power Supply I cannot know how you know it is ok.

Just because it runs does not mean it is ok.

Do you have another one that you can try?

Also some history might help us help. Did this just suddenly happen?

One day it was fine and the next it was dead?

    Anything happen?

Next step is to verify that all the hardware works.

As mentioned I would test the PSU first.

If you know that is good go in and remove the graphics card and the RAM.

Try starting once like this and you should get a long BEEP ...

Now reseat the graphics card and RAM and try again.

If the problem continues can you ID the motherboard and or the make and model of the computer?

Do you know how to clear the CMOS on it?
