    Are you referring to a sound such as a controlled beep?

    As in a BIOS error beep?

    Or are you referring to a mechanical sound like a grinding or some such?

    If the former reseat your RAM first off.

    If the latter check your fans especially the CPU cooler.

    To add a bit;

    "... make a noise like a police siren ..."

    Some motherboards emit the sound you describe when an overheat situation developes.

    If this is a desktop "tower" machine, remove the left hand side panel*
    (*If it's an "older" tower which has a wrap-around type cover, remove the cover retaining screws on the left and right sides and the top (if any) at the rear)

    and look at:

    the CPU fan/heatsink fins,

    any vent-like openings on the power supply enclosure (inside the tower),

    the fan output screen of the power supply (on the outside rear next to the power cord),

    general dust over the motherboard, it's chips, any PCI/AGP cards, and the card slots.

    If any of these are clogged with dust clean them.

    The machine must NOT be running during this task.

    Use either a can of compressed air, or a 3/4" wide natural bristle paint brush (not nylon or other man made synthetics), or both the air and the brush.
