Not all programs load and Application Error Appears

Both of my computers seem to have been infected with some kind of virus and do not function properly because they are networked I'm not sure if one afffected the other or if it's two completely different things.

The first one that experienced problems is the older of the two and runs on Microsoft Office XP vs.2002. Right before the log on screen this message appears:
Windows cannot load the user's profile but has logged you in with the default profile for the system.
DETAIL- A required priviledge is not held by the client.
Then has a 30 second timer in which after it expires it restarts and the same thing happens, remember running a full system scan before it happened and it didn't turn up anything. Also tried to run in safe mode and it won't let me in as Administrator or user it just goes back out to the log in screen.

The second computer's problems just started a couple days ago and unlike the other computer I can run in safe mode but I can't seem to figure out the problem. When I start it up reguarly it takes longer than normal and a error message appears when I reach the desktop stating:
tgcmd.exe-Application Error: The application failed to initialize properly (0xc0000142). Click on OK to terminate the application.
Not all progams load and if you try and click on any program another error message states "Insufficient system resources". Have tried a system restore and Last Known Good Configuration but the problem still exists.

If anyone could help me at least finding a source for either of the problems it would be greatly appreciated. Thank you.

    1. Can you boot that first machine via Safe Mode? Boot into Safe Mode?

    If so try the following:

You can turn off the feature that instructs XP to autostart on system
failure. Right click on My Computer and select Properties->Advanced
    Tab->Startup & Recovery section->Settings button->uncheck "Automatically
restart" Apply. This will give you a blue screen with info on it and you
will have to manually restart the computer. The info might give you an idea
whether or not the problem is hardware or software related

ps. sorry I just reread your post & you said you cannot get into safe mode.
Can you boot your XP CD?

    2. tgcmd.exe is a program bundled into your ISP installation. Most likely under Support.com or Broadjump.com & is unneccessary. Check under a startup application or msconfig > startup to stop this app from starting, or stop either Broadjump or Support.
Although this is probably just a symptom of the problem.

I have found links of Insufficient system resources:

"With an increasing frequency when I try to open an
application I get an error message: "Insufficient system
resources exist to complete the requested service." This
is always associated with a failure in my network
connection and in my Internet connection. When I check
the MS Knowledgebase for this, it points me to Article
    #314053 -- TCP/IP and NBT Configuration Parameters. It's
clear that there is something wrong with my TCP/IP
configuration -- but this article doesn't provide any
clues to solve the problem, just points out the array of
switches you can use to configure/adjust TCP/IP.
Unfortunately, I don't even know where to start."

    3. As to your viral suspicion you might want to download & run HiJack This & post your log into the Spyware, Adware and Viruses section.
