Regardless of the computer issue the monitor should get power briefly.

Assuming the graphics card is working and the monitor is good.

The light should go from Amber to Green and you should then get a message that says: "No Signal Input" before the light goes Amber again and the monitor shuts off.

If this does not happen the monitor is a problem or else the Graphics Card.

If it is an old computer the Graphics "card" is very likely on the motherboard (integrated).

The beep code depends on the BIOS type. Resetting the CMOS just sets everything to default. All you do is remove the battery for a little bit and if there is a CMOS jumper clear that by momentarily changing it from 1|2 to 2|3 then change it back.

I would check all the connections inside and reseat everything.

Verify the fans are working and power is being supplied.

Note if the hard drive starts to spin etc.

You can get a Power Supply tester if you want to check that out.
