The same message came when I tried to make a new admin acount in safe mode and there was no place to click. On the third try the place to click became visible so I made a new admin account but the ssme old popups came up. I also tried the new admin account in safe mode and something flashed up on the screen like before and then disappeared before I could read what it said...

What is the make and model of this computer.
Sorry if you've already mentioned it. 
Do you have the recovery CD(s) or a Microsoft XP CD?

My computer is an HP Pavilion 754n with Intel Pentium 2.53Ghz processor about 4.5 years old. I'm trying to make it last 5 years and I only have to go to 06/09/08...haha...
Yes I have the CD's from HP. I had to order them because almost two years ago I had to do a new install. I don't want to go through that again...haha... It took me about a year to get it all set up the way I like it with all of the software on it that I want on here.
I'm in the process of setting up a new laptop that has Vista on it and I hate it... My desktop computer is set up exactly like I like it and I don't know if I could ever get it that way again. My problem is after I figure something out then about a week or two later I have forgot it...haha...

Well I am at the point of saying a Repair Install.
HP has a similar option just DO NOT choose a DESTRUCTIVE recovery and all you settings and data should be maintained.
You will only need to reinstall all Windows Updates.
From this link you will see that you should be able to start this process from within Windows:

The only other thing I can think of is to totally clear out everything in the Windows Installer Cleanup Utility.
The risk here is that it might damage some of the programs listed but again it might not.
If the program installed correctly then the Installer Cleanup should just be listing a historical fact.
Anyway at this point in time I don't know what else.
The User Account issue is an indication that the issue is deeper than Windows Installer.
Do you run regular virus scans etc. ?

I have AVG on active and it scans everynight. I have been so trouble free for quite a while so have not done any online scans for a while though. My SpySweeper has an antivirus and I run that once in a while. Spysweeper is active with the virus scanner shut off. I also have Comodo on active... I also have CounterSpy that I use but don't run it active. Spyware Blaster is running too... I also have AVG (old Ewido) that I scan with once in a while... But you know I could still have a virus. The problem kindof acts like a virus problem.
Maybe I should do you like you suggested earlier and shut off the Win Installer and see what effect that has... I wouldn't have to leave it off.
I could clear out the Win Installer Clean Up if you think that would help but don't want to screw up a bunch of programs...haha...

I just happened to think of something. I replaced the hard drive sometime back with a much larger one and I think that is when the problem started with Office. That was sometime after the full restore I don't remember what I said earlier when I was trying in my mind and on these posts to reconstruct the happenings back a while ago... It's tough to have memory problems. Maybe I am getting the "oldtimer disease...haha... It ain't really funny though.

Just to verify you could run a HijackThis log by our Pros over in that section:

You can start a new thread over there and they will analyze your log.
Vince and Neal are professional readers of those logs and only they will be able to respond to you over there. They usually scan the board every 24 hours at least.
Worth a try. If they give you an all clear then you are back with my ideas. And your own of course!
Turning off the installer would be interesting just to see if it changes anything.

I will turn off the Installer and see what happens. And then maybe will look at HijackThis log... I see I have to update HJT as I have 1.99.1. I will get back to you...

Well I set the DisableMSI data to 2 and then rebooted. Same old popups poppin up...haha... I guess I will turn it back to "0".
I guess I will go over to the HJT section. I will first read what you pointed me to and then also download HJT whatever version the new version is...

Apparently the problem lays outside of the Windows Installer.
