So back in normal mode the problem is the same?

You could try creating a new account (administrative) and see if that too is affected.

Also you might try reinstalling Windows Installer just to see what happens:

It seems like one of the things I tried some time back was to reinstall the Windows Installer but I don't remember for sure so I will definitely try that and I will try creating a new administrative account. Thanks again.

I have trying to see if I could figure something out about curing this problem again on my own since the last posting but didn't have any luck...haha...

Internet Explorer should have nothing to do with it.

I did all of what it said and put a name in but there was nothing to click on to make it effective...

I tried it twice but I will go an try it again while waiting...

I'd suggest going back into Safe Mode and the default Administrator account and try to make a new account from there.

OK I will give it a try...
