So back in normal mode the problem is the same?
You could try creating a new account (administrative) and see if that too is affected.
Also you might try reinstalling Windows Installer just to see what happens:

It seems like one of the things I tried some time back was to reinstall the Windows Installer but I don't remember for sure so I will definitely try that and I will try creating a new administrative account. Thanks again.

Internet Explorer should have nothing to do with it.
Did you follow the instructions in the above link as to creating a new account?

I did all of what it said and put a name in but there was nothing to click on to make it effective...

I'd suggest going back into Safe Mode and the default Administrator account and try to make a new account from there.
