My internal and external cd/dvd won't work

I am new to this network. I am having a terrible problem with my on board cd/dvd drive in my laptop and also my external ATAPI drive made by I/O..The computer is a Dell Inspiron 6000. My onboard dvd combo drive driver is no longer listed with my tag number for drivers on the dell support site. I have found dell to be very lacking in most every facet. I had warranty issues and bad customer service but I can thank them for making me very computer literate. I'll never buy another dell. Both hardware peices report the same in device drivers "code 39" missing driver or corrupt. I have removed it tried to load new drivers and also have a 700 page book on working with Windows XP. It is a awesome reference but a little beyond my comprehension in many areas. About the problem, I had norton ghost on my computer for a short time and removed it. Not sure it has anything to do with it but timing is close to when I removed the app. My computer info is pasted below but I don't understand the partition mentioned. I wasn't aware I had a partition and from the memory available or in use it sounds like my problem might be related to partitioning. The code 39 is discussed in my book and it has only left me one possibility, that is my hard drive is not working properly or is bad. I tried boot from my cd/dvd by using a old dell drivers and utilities cd and it read it right off the combo drive. I have also replaced my sony with another compatible drive and it will not work either. The ATAPI drive was not a year old either and it is not broken either. Somehow and I hope through the dos prompt I would like to get rid of the partition until I understand it better. I know it organizes things and is there for a reason but I'm clueless beyond that. I also wanted to know what a format c: would do. I know it is considered even taboo to mention that but I'm curious because the XP book I have makes it seem like a alright thing to do. I would like to thank any and everyone who takes the time to read this babbling and I will appreciate any advice to include throwing this in the nearest electronics compost. Actually, this computer works flawlessly in every other facet. thanks again

Dell uses Norton Ghost as it's recovery device.

This is directed on a "hidden" partition.

You might have compromised the DVD/CD drivers by removing aspects of Norton Ghost.

Here is a more general Google as to Error 39:

    http://www.google.com/search?sourcei...=error+code+39

You are restricted to Dell's recovery and repair options unless you buy a retail version of XP or Vista. Therefore formatting C: is not an option as it will delete your Dell XP.

If you wish to restore to a factory condition I believe the hot key is F10 on boot. This boots Norton Ghost on the "hidden" partition and will reinstall XP. This will erase all your data that was added after the original purchase.

Have you loaded the drivers from Dell?

    http://support.dell.com/support/downloads/

I would initially suspect that the deletion of Norton Ghost aspects might have corrupted your drivers.

    You might try this:

    http://support.microsoft.com/kb/314060

Or review the previously posted Google as it lists many similar scenarios.
