I assume you are trying to boot to the CD so you can go into Repair mode and that's fine. But when prompted to boot to CD, you try and can't. That is often caused by a corrupt BIOS, often caused by a bad battery. You can try resetting the BIOS by moving the Clear CMOS jumper (see motherboard manual) or by removing the battery for 15 seconds or so. To remove the battery, power down AND UNPLUG the computer. Touch bare metal to discharge any static and remove the battery. This can usually be done with a strong thumbnail or VERY CAREFULLY with a small flat tip screwdriver.

If the battery is more than a couple years old, I would replace it. They are typically CR2032 watch batteries, found at your neighborhood watch/camera/battery counter. Do not touch the new battery with your bare fingers as skin oils promote corrosion and attract dust. I put a clean sock over my hand. If simply pulling and replacing the existing battery, remove, then clean with sock and replace with sock.

Before you mess with the bios try using a PS/2 keyboard. In older computers windows usually does the job of initializing USB. Thus, usb keyboards won't work before windows is loaded.

I had that same problem long time ago, took me 2 hours to figure it out... in my case, i just had to take the non-bootable floppy out of the drive

I think most of us have been there, done that! Besides the obvious security aspect, that is another reason I remove floppy from the boot order in my BIOS Setup Menus.
