XP professional - need to reformat but it wont allow me

First, understand that reformatting is ALWAYS a last ditch effort to fix broken system as it results in your system being being months, or even years behind in critical security updates - not to mention all data, email, bookmarks/favorites, will be lost, as well as any downloaded hardware drivers, programs (including security programs), and program updates. And of course, any customizations will be lost too. If you are having problems, I recommend you post those here and we can see if we can fix them before resorting to such drastic measures as reformatting/reinstall.
Do you have the CD ROM set as the first boot device in the BIOS setup menu?

I want to to clean out the pc and start afresh im actually passing it onto brother so he can use it for college.
At the minute its running quite slow even after clearing out trojans, malaware and grayware etc.
I need to find a manual way to do it, iv been told to do it through the BIOS ? which i havent got a clue what that is?
please help
