Hi! i'm Back!!!!

okay, here's something for you professionals to ponder on. it's not my pc, my girlfriend's. anyways, i'm told that it just hanged, and the pc was restarted manually, after that everytime it boots up, blue screen, white words, saying that the PC will be restarted to protect it or something, and asks to unplug or uninstall newly installed software/hardware.

safe mode does not work either. could it be virus?
