XP Run commands yes i know this and can get the clipboard up on screen ,but it will not do anything as it sould all the comand icon,s are disabled apart from the delete

Clipbook Viewer is not your clipboard which appears to be working fine.
What you see is the default behavior of Clipbook Viewer which is simply a viewer of the clipboard. The other functions are related to network sharing. The Clipbook as well as it dependencies in Services are by default Disabled. (Deemed a security risk). You can enable and start them up and see if this is really what you are looking for. There are other tools out there with a lot more usefulness such as Yankee Clipper

Using the Windows Notepad is also easy.

The clipboard saves what you copy. One copy at a time. It has no History. Each new item replaces the last. There are tools, as mentioned above, that will retain and organize everything you copy to the clipboard but Windows in itself will not. Or you can open a Notepad and paste your Clipboard there.
If you can Copy/Paste into a Notepad there is nothing wrong with your Clipboard.
The ClipBook tool is a network sharing tool which enables one to share ones' clipboard on a network. Again with SP2, as a security concern, the ClipBook functions are Disabled by Default. They are in Services and can be Enabled if you want. There are several other Network dependent services which also must be enabled. You will see these as you go through the process of enabling.
