It pops up everytime I open a web page.

Go to Tools > Internet Options > Advanced

Check: Disable Script Debugging

Turn off then back on your browser. Do you still get errors?

So far it has stopped since I checked it. Btw, I checked both it was asking for debugging for I.E and other so I did.

Those are generally errors for site developers to see.

It shows their errors on their pages.

Basically it is not relevant to the end user.
