I am downloading Videos offthe net. Frequently thay downlaod & playback Scrambled This happend in most programs (VLC,avi, wmv etc)
Am I missing some codecs>

you are most likley looking at fixing the codecs u might be missing a certan one ... so you should read up on that one . or u might be donwloading from bad sites . or your system has a bug that will only allow you to play part of the videos and they will be scrambled
