How can I do a system restore, or change any settings? I am only one that had this privelage. I can not change user accounts, because this page shows no users. Help!

Given all the other issues you have posted I would suggest a Clean Install of XP followed by SP2 and all Windows Updates.

Then load a Firewall and Anti-Virus.
