Cant Open Programs.media Documents Ect. When I Click On It It Says- This Application Has Failed To Start Because The Application Config Is Incorrect, This Also Happens In Safe Mode . Have No Task Bar No Matter What I Try. Cant Restore System Because Computer Cant Find Framdyn,dll

Do you have the media to install XP again? Sounds to me like you're missing some important .dll files Find your restore CD and reinstall the OS. That should fix your issue.
