Restrict Access To Hard Drives, Control Panel, Programs, Start Menu - How Do I Do It?

As an administrator of my system, how can i restrict access to the things mentioned above to limited account/guest users? My small sister and cousins do a lot of unwanted stuff when i am not at home and so i want to prevent it. I guess theres a software for it. Or can it be done without installing any software?

I have seen this type of security in a gaming parlour where we dont have access to 'My Computer', 'Start Menu' etc.

I am using WinXP Service Pack 2

    Thanks and Regards,
    Nisar.

    Home or Pro?

It is easiest in Pro using the Group Policy Editor:
