Is this a new problem? Is this a Dell computer?
yes, this is a new problem and a dell.
So everything was working OK previously? Or is this a new computer.
The issue appears to be the Google Toolbar bundled into the Dell software.
Uninstalling the Google Toolbar (which you can later reinstall if you wish) is one option. This can be done via start > Control Panel > Add/Remove Programs > Google Toolbar
Another option is go to start Run... msconfig > STARTUP
You can either look for Google entries or especially a EULA entry and unclick it from starting. Or else do a more comprehensive cleaning (unchecking) there. As long as the Microsoft entries are hidden nothing on that list is vital to windows.
I am with Jephree here. As far as I've seen, Google toolbar has been causing some problems like this.
have tried what was suggested by jephree, and sad to say... problem still exists. help some1.
This is Dell's page:

All the hits I get for the same issue bring up the Google Toolbar. Is there no option to accept the EULA?
Have you rebooted since removing the Google Toolbar?
You might also try this free Registry Cleaner: http://www.hoverdesk.net/freeware.htm
thanks jephree. Although following your exact directions didn't solve my problem, it led me in the right direction. The issue is resolved.

What did you do? If I may ask?
Goodmorning. Let's see, First I went to control panel. Then clicked on help and support, next click on tools, clicked System configuration Utility and opened that. Finally, the rest from there is self explanatory. Basically what you said to do, but was abit different process. Thanks again.
