When you boot the XP CD what exactly happens? When does this 024 error appear?
You might consider trying to boot a KNOPPIX Live CD just to see if that would boot:

OK when I boot it goes through the motions of setting up and loading all the stuff it needs to. Then I load my Drivers for my SATA controller and it then sees my to HDDs. After that I can choose either Repair Council or Install. Either way when it examines the disk it gives me the BSOD with the error 024.

Do you have an IDE drive that you could try to install on?
This would test your SATA controller question.

Yeah I slammed in an IDE HDD already and it wouldn't even finish post. I was like "SOB" oh well I am DLing the Linux software you recommended and I guess I will try to get that IDE HDD to boot again.

So Yeah I just accidently formatted both my HDDs with my BIOS RAID utility and then I am suddenly able to install windows... GO fig. I wonder if I DLed a virus or something >.>; I hope not but here is hopping it works now for good.!

Glad you got it going.
I just tried yesterday to reload XP onto a SATA drive that was previously in a RAID array and after the XP CD took an hour to format it told me that it could not because the disk was damaged. I then formated it with GParted and reloaded XP without a problem.
Could be something in the RAID!
