Windows XP keeps restarting, never loads

Okay, here's my problem. I was troubleshooting my computer, and had tried everything from a restore, last known good configuration, etc, and finally decided to do a system recovery as a last resort. I still had access to my files, so I made a backup on onto CD. I performed the system recovery, and it appeared to go smoothly. However, now when I start it, it starts loading Windows XP and then restarts, starts to load, then restarts, over and over again. I tried loading in safe mode, it does the same thing. I have no access to any desktop or control panel, because it never gets past the loading screen. I have a recovery CD, and have tried using that to repair the operating system. However, when I tried to use it, it told me that it could not fine the EULA (end user license agreement), and the only option is to quit. Once it quits, it goes right back into the cycle of constant restarts. Can anyone help me with this problem? I have temporary access to an additional computer to try to work this problem out. I hope i've provided enough information, please let me know if there's anything else you need to know.

Is this Recovery CD the Recovery CD that came with this computer?

From what I understand, my recovery CD is in my computer stored on another partition, there was no CD with my computer. I was having problems last year with a driver or something not loading, and HP sent me this recovery CD, and when I used it I was able to access the file I needed and copy it over.

Did you use the Recovery PARTITION to restore or did you use this CD?

The EULA error is simply the Setup process not finding all necessary files.

I would speculate that these files are on the PARTITION restore but not on the CD.

By partition restore, do you mean hitting F10 on my booting screen, and selecting restore? If so, then yes, this is the method I used long before I got the CD involved. I only tried using the CD when the restore and recovery on my computer didn't work.

Haven't heard anything in a while, starting to grow desperate. Is there anyone out there that can help me figure out what is going on with my computer?
