hey so im wanting to format my external hard drive to FAT32 so that i can use it on my xbox 360, but i dont have a floppy drive or cd rom in my computer so how can i format the hard drive within windows xp? Are there any free programs??

No CD drive?
If not your only option within XP is to right click the drive under Disk Management and see if the Format option is available.
Even if it is I am not certain that FAT32 would be an option.
G-Parted could do it but you need to boot the CD.

Only a trial version though so it won't actually let you do what you are wanting to do, so if you can get hold of a full version copy it should work, I used it myself to convert drives from NTFS to FAT32 within win xp.

There are thousands of utilities that might help u.
But unfortunatelly, i don't know any free one (even google is useless).
I use Disk Director. Unlike other disk manager utilities it includes recovery expert feature, that would recovery ur accidentally deleted data.
