    Try this:

    1. Right click in the system tray then click Properties
    2. Select Taskbar then Notification Area and Customize
    3. Click Safely Remove Hardware
    4. In its drop down box select Always show
    5. Click OK

If the option is not there then open the wizard via start Run...

    %windir%\system32\rundll32.exe shell32.dll,Control_RunDLL hotplug.dll

The option should appear there to show in the notification area or if not just create a desktop short cut to:

    %windir%\system32\rundll32.exe shell32.dll,Control_RunDLL hotplug.dll

Also you can Right click the drive under My Computer and then click Properties

Then Hardware and Properties again then Policy

The options are here as well.

All that being said as long as the drive is inactive there should be no problem in just unplugging it.
If the device does not require nor support Safe Removal then the Icon and or options will not appear.
