when the PC was using the sound blaster what O/S was it running?

have you tried disabling the on-board sound, installing the sound blaster and see if windows finds it as new hardware?

at first it was windows xp pro that was in the machine
no new parts added to the computer

the machine was fast to load now weird thing it looks slower than the first time (menu all program was like .1 second to open now 1 sec)
friend of mine always told me to restart a computer from the begin
format reinstall windows and software drivers and the program you like name the machine as you want and split up the HDD i did 3 part 1-main 2-games 3-download

i realise something the computer detect the game port (on the card)port but not the sound card

DDR-400: DDR-SDRAM memory chips specified to operate at 200 MHz

This is standard. The chip speed is Double-Data-Rate of the computer bus speed.
