Weird artifacts on screen (pics included)
Hi, any idea what the cause of this may be? Is it more likely a monitor problem (it's a CRT), or video card problem?
This just happened, out of the blue while surfing the web. I'm going to reboot after I post this to see if it goes away.
The first image shows the problem.

The second shows what happens when I scroll up and down a page.

Highlighting any text behind the artifacts will remove it, except for the small bars shown in the first picture.

Rebooting did not resolve the problem.

Try a System Restore to a point prior to the problem:
start > All Programs > Accessories > System Tools > System Restore

System restore was disabled, unfortunately. I updated my drivers just now as well. No changes.

Lowering the resolution and changing the refresh rate also did nothing.

Did you uninstall the old drivers? What is the make of the card?
Try booting into Safe Mode options:
After the power-on and BIOS POST or your Logo screen repeatedly tap the F8 key or hold the Ctrl key before Windows starts.
Choose Safe Mode with Networking (which allows you to go on-line).
This will load generic VGA drivers and not your graphics card.
See if the issue persists.

I did not uninstall the old drivers. I'm using an ATI X800XL 256mb card, with the catalyst control center.
This is my first ATI card, always used nvidia, so I'm not real sure how to manipulate the drivers as far as where to get the correct ones, or uninstall the control center.
I did what you said and booted into safe mode, and the problem was gone. Back into normal mode it's here again.
The lines don't appear on boot up, they show up right when I get the blue "Welcome" screen.
What do you think? And thanks for helping!!

Fished around and uninstalled all the ATI drivers. The problem is gone for now. I'm going to download the latest drivers and install them, and see if it returns.

I got what I'm assuming is drivers from ATI's site, and the problem is back again...
I'll uninstall them and use your above information.
This has me stumped. 
I'll update in a few minutes.
