windows is starting up freeze
i was on my computer one day and it started slowing down so i decided to restart it, when i restarted it it worked fine untill it got to the "windows is starting up screen" and it stayed like that all day, so i left it off for a day and when i got back to it the next day and turned it back on, and started it in "safe mode, and debugging mode, and everyone mode it could start in, and the most recent configuration that worked mode still didn't help, i put in my cd and it brought me to a menu and asked me what to do, so i chose to run the command prompt but i don't know what to type
i know there is something wrong with FAT32 how do i fix that ???

Try booting into Safe Mode options:
After the power-on and BIOS POST or your Logo screen repeatedly tap the F8 key or hold the Ctrl key before Windows starts.
If you get the option screen first try: Last Known Good Configuration

Since you edited your post to cover that option the next step is to boot your CD to the Recovery Console:

Try FIXBOOT first.
