Is the drive itself not detected in My Computer? Or just not the disk?

If the drive is detected but just not DVD's you need third party software to read or write DVD's In XP.

It shows up but after I reinstalled xp when I place a CD-R or DVD-R disk it wont detect it when I try to open it on my computer on the D: Drive.

When I insert a DVD-R it slows down my computer unable to detect it.

I believe I need third party software where would I beable to locate it?

A CD should not be a problem but DVD's are not supported by XP without third party software.

If the CD is not detected I would suggest the following: go to the Device Manager Start/Run/ devmgmt.msc | DVD/CD-ROM drives

Click the + then right click your D drive and choose Uninstall and then reboot the computer. This will force XP to reinstall this device and its' drivers.

After this you should be able to use CD's. As to DVD's, if your computer or the DVD drive did not come with any software you will need to find a program.

    Do CD's work OK?

The DVD might be tricky. First off you need to know that the DVD disk is compatible with the DVD drive.

Also I am not too sure how any free programs might work. I didn't look into the Google search I posted. Nero is a widely used program (although you need to buy it).

The DVD disk is compatible with my DVD drive and for the program I have CyberLink PowerDVD Deluxe Version.

CD-R's are detectable but only seconds after putting it in then it doesnt detect it.

    EDIT---
I just have noticed that my DVD and CD combo drive has split into 2 differnt drives now. This has never happened before

Did this drive work OK previously?

    See if anything here helps:

How to Troubleshoot Issues with Reading CD, CD-R, CD-RW, and DVD Discs

As to the edit: that is curious

I will try to search for that behavior.

I would suggest loading these drivers for the Intel® 845GE Chipset:
