Okay, I've run into this issue before, but it's been quite awhile, so the resolution escapes me. Here's the gist:
I've got a PC running WinXP SP2. On an attempt to install a USB camera & dock, the installation failed and the user of the PC (not an admin) closed the Windows install wizard, prompting to cancel the install. Since then, I've attempted to install this under an admin account, but unplugging and plugging the device back in no longer triggers any wizard. In fact, nothing happens whatsoever, so I have no idea how to install this device. Is there a way to reset this instance in Windows so that it recognizes this camera as a new device once again? I've tried uninstalling and reinstalling all of the USB host controllers, but this didn't help.
Any ideas? Any and all help will be greatly appreciated.

Check in Services that Plug and Play is set to Automatic and Started.
start/run services.msc

Already checked that, and it is, indeed, set to Automatic and is running.
It's almost as if Windows has "cached" this device somehow and now just considers it "that thing that didn't want a driver." It's as if we've passed the point of no return for this particular USB device on this PC.

Have you tried start > Control Panel > Add Hardware ?

I have. No dice. I suppose this issue might never find its resolution.

Anyone else have any idea about this? I'm about to give up, but I know there's something that can be done to reset the recognition for this USB device...

Did you try the VIA USB 2.0 Driver?
Do any USB devices work on this computer?
Does the camera get recognized without the dock?
Can you get the camera and dock recognized on a different computer?
In other words can you determine if the problem is the computer? the camera? the dock?

The PC already does have a USB 2.0 driver for that root hub, but I'm not sure if it's a VIA yet. Going to check today.
Other USB devices work fine on the PC, yes. The camera is recognized without the dock, and the dock and camera are recognized just fine on other PCs. As I mentioned previously, it seems that this device has been "cached" as not having a driver and I can't find a way to provoke Windows to reassess it. A very annoying but reportedly common problem in Windows.
