I've tried removing and re-installing the pack multiple times, with no luck.

Can you still run regedit.com?
If so you still have malware issues.
Did you clean the registry after uninstalling the pack?
What happens with no codec pack?

running regedit.com gives an error "the ntvdm cpu has encountered an illegal instruction"
same with running just regedit
running regedit.exe works fine
If I remove the codec pack, any video I play will only play sound, and gives a warning about having no codec. Can you please give me detailed instructions on cleaning the registry?

When I try to run regedit.com I am told: Windows cannot find regedit.com ....
The ntvdm cpu has encountered an illegal instruction error is still raising questions:
The NTVDM process is used by XP to launch older 16-bit (i.e. before Windows 95)
If you are not running any 16-bit applications, then it could be that some system file is damaged. Open a command window and type "sfc /scannow".
start/run sfc /scannow (note the space between sfc & /scannow).
You will be asked to insert your XP CD. This will check and fix all system files.
Further you should not need a third party codec pack except for very exceptional file formats.
Again I would suspect that your XP file system has been corrupted.
As to a registry cleaner I recommend RegSeeker:
