XP Freezes on Boot Screen
Hi, I just built a computer and am having problems getting XP Pro running on it.
Its a fresh installation of XP, and its just the basic components that are hooked up. When I start the computer, it gets to the boot screen (where the bar is scrolling under "Windows XP...", and it seems to scroll about three or so times, then freezes. I've let it sit for a long time, but nothing happens. CMOS is set to Fail-Safe options. I am able to boot into Safe Mode, and have done selective / diagnostic startup options, and still freezes. In another forum, someone suggested that I check my RAM. So I downloaded a free memtest ISO and ran it, and it seemed to be fine. I don't know what else to try. I have also tried reinstalling XP, but the same thing happens. The motherboard is brand new as well.
Any suggestions?

Is this a brand new hard drive?
In Safe Mode check your Device Manager as well as your Event Viewer.
Also what is listed when you Right Click My Computer then click Properties then Advanced then Startup and Recovery | System startup | Default operating system
Also perhaps try loading your graphics drivers in Safe Mode.
Is your XP CD just XP or SP1 or 2? How large is the hard drive? Is it ATA or SATA?

No, not a brand new HDD.
In safe mode, in the device manager, there is a '?' mark next to "Video Controller (VGA Compatible)".
Default OS is "Microsoft... XP Professional" /fastdetect.
I'm using integrated video, and the utility cd cannot load drivers. In the manual, it says the utility cd should have a button on the main menu to load drivers, but I get to the menu and its not there. It says "this utility cd cannot support your mainboard" on the side.
System Specs:
Motherboard: Foxconn 661FX7MI
CPU: Intel Pentium 4 640 Prescott 800MHz FSB LGA 775 EM64T Processor Model BX80547PG3200F
DVDRW: Pioneer DVR-111DBK
Seagate 250GB EIDE HD 7200/8MB/ATA-100
I am using XP Pro SP1. Its a 250GB HDD. It is ATA.

By the way, I have also stripped the PC, so its just the PSU, motherboard, HDD, and DVD drive. I've tried booting w/out the DVD drive plugged in, still didn't work, so I guess its not that. I've ran chkdsk. I have tried disabling different ports in the CMOS. There are no PCI or AGP cards plugged in either.

Did this utility disk come from Foxconn?
Foxconn lists that board but has no drivers:

I do see a driver here although it is unclear exactly what it is:

I think your problem is simply that you need the VGA driver.
Do you have an AGP card that you can try?

I actually do not have an AGP card, but I was able to try a PCI video card. I still had the same problem, though.

Did you have drivers for the PCI card?
Also when you add a card you need to set the BIOS to Stop onboard and Go to card.
