Try booting into Safe Mode by repeatedly tapping the F8 key after your BIOS POST but before Windows starts.

Then choose Last Known Good Configuration.

If that fails then try Safe Mode again but try Safe Mode > System Restore and choose a previous date.

Is this a new problem? Were things working OK previously? Any new hardware and or software?

Just to verify: You tried Safe Mode from all the options and then there was no System Restore available?

If so what XP CD do you have? A retail version or OEM (pre installed)? If the latter what is the make and model of the computer?

If you cannot boot into any option of Safe Mode you will need a boot disk.

Do you have Dell Recovery Disks?

What is the exact Dell model? e.g. Dimension 4200
