Try: start/run msconfig boot.ini
What is listed under Operating Systems?
You can also see this via:
right click My Computer then click Properties > Advanced > Startup and Recovery
If you see a second OS other than XP you can remove it. Perhaps the '98 will be there.

OK ... you get the C: DOS prompt because your default operating system is C:\ (C:\"MS-DOS")
You need to change your default to: multi(0)disk(0)partition(1)\WINDOWS="Microsoft Windows XP Home Edition"/fast detect
You can do this by right clicking My Computer then click Properties then Advanced > Startup and Recovery | Settings
Chose Edit under System startup. Remove C:\"MS-DOS"
You should see:
[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOW S
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Micro soft Windows XP Home Edition"/fastdetect /NoExecute=OptIn
What does the /NoExecut=Optin bit mean on the end of fastdetect.
Could I also change the "default" operating system by using the "right click My Computer then click Properties > Advanced > Startup and Recovery" option and then clicking on change default.

I am using XP Pro. Perhaps that is the difference.
I do not have a Change Default button but yes that is what you want to do.
As to /NoExecute=OptIn that is how my Pro appears. I just changed Pro to Home in my post as you have Home. Perhaps it is a Pro thing; do not know for sure.
This is how my boot loader looks:

It works. I now have XP booted up with a 5 second delay (and a second option to boot into MS-DOS - if for some reason I wanted to)
