Try booting into Safe Mode by repeatedly tapping the F8 key after your BIOS POST (Dell Logo) but before Windows starts.

See if it is the same here.

On the surface this would indicate a graphics driver fault.

What is listed under the Device Manager: Start/Run/ devmgmt.msc | Display adapters? click the (+)

Dell lists these possible devices for the Dimension 3000 (unless you've added your own card):

    Intel 82865G Graphics Controller
    Intel 845 G/GL Integrated Video
Intel Intel Grantsdale G Integrated Video
    Intel Springdale G Integrated Video

Just another couple of questions: This is a brand new machine? Are you using the mouse that was supplied with the machine?

I am putting together all the links I can find from Dell. Anyway check your Display adapter.

I would suggest loading the latest NVIDIA driver for your card:

    http://www.nvidia.com/object/winxp_2k_84.21.html

    Driver Installation Hints:

"Download Accelerator" utilities should be disabled when downloading any drivers.

Do not run virus protection software in the background while installing the drivers. This prevents the driver from configuring itself properly.

Before installing new drivers make sure you uninstall all NVIDIA display drivers from the Windows Control Panel. Browse to the Start Menu > Windows Control Panel > Add/Remove Programs and search for "NVIDIA Windows Display Drivers" or "NVIDIA Display Drivers" and select remove.
I will also include here what I've found from Dell. It really bothers me when new things don't work but anyway I would only say the driver might help but I blame Dell and think they should be accountable. They have a Hardware line for free but apparently do not cover software issues.
