Just to make sure we are talking about the same thing .. is this the model you are asking about? Verify the model number please:

Also verify that you have power on the drive, that if you push the drive button, the tray pops out, and/or closes.. and that on startup the drive light blinks.
Check the cables and insure that you 1) have them in proper way, and 2) that they are not loose.
How many devices do you have on the ribbon cable? Did you replace a DVD/CD rom drive with this new one? or is this device completely new to your system?

Okay, first we need to verify that the USB ports are working... I have a card in my computer that gives me 4 ports, of which one of them was not working, which is odd, but still the case. I felt rather foolish after checking the card after six hours of trying to get my digital camera to work... so verify that the USB ports are working, using a different USB device. Hopefully you have something that requires both power and data transfer like a thumb drive or something other than a fan or a device that only needs power from the USB port.
Once you have done that, try the CD/DVD out on another computer. You didn't mention if the device was showing power to it on start up, ... any blinking lights? indicating that it might be alive? It is very possible that the drive is not working correctly. On the other computer, do not install any drivers, or software, just plug it into the USB port and see if WinXP notices it is there.
If those two things work out, if we can verify that the USB port is working and the device was found on another computer, then we need to look at your computer OS as the problem area. Uninstall all of the drivers and software you might have installed with the device. Then restart the computer. Once you are certain that all of the device drivers you might have installed are gone, then plug in the device into the USB port and see if Windows discovers it.
